Da ieri è ufficiale la sostituzione in giunta del dimissionario Gianluca Fisco con il consigliere comunale Antonino Certa (che si dimetterà per far posto a Giuseppe La Bella), certificata da una determinazione nr. 32 del sindaco Fabio Termine, ragion per cui adesso possiamo liberamente commentarla.
A nostro avviso il sindaco non ha avuto la forza di imporsi per conferire un maggiore spessore politico e tecnico alla sua giunta.
Non ce ne voglia il nuovo assessore, il nostro è un punto di vista che prescinde dalla sua persona e dalle sue qualità, che per il bene della città ci auguriamo ottime, ma tutte da dimostrare.
Il nuovo assessore non ha, per la sua giovane età, una storia personale di percorso politico e una competenza professionale che ne certifichi in partenza la capacità di sostituire in giunta il peso specifico che aveva Gianluca Fisco.
Si potrà obiettare che l’intera giunta Termine ha nel suo dna iniziale il ricambio generazionale e politici, ma ciò non toglie che Gianluca Fisco era pur sempre il segretario cittadino del PD e un ingegnere con significative esperienze lavorative nel suo curriculum, anche all’estero, al momento del suo ingresso in giunta, caratteristiche che non ha il nuovo assessore.
La scelta di Antonino Certa è il frutto di un meccanismo politico a cui, secondo la nostra opinione, Fabio Termine non ha avuto la forza di dire di no: Antonino Certa non è l’espressione di una scelta del sindaco, ma è stato scelto dal PD, con tanto di riunione del partito e dei suoi maggiori esponenti a livello locale/provinciale/regionale. Questo perché Gianluca Fisco era espressione del PD, e la regola vuole che sia sostituito da un esponente dello stesso partito, scelto dal partito e non dal sindaco.
Ed è proprio questa regola che è sbagliata.
È sbagliata sin dal momento iniziale della composizione nominativa della giunta, che dovrebbe essere espressione della volontà del sindaco, che nel governo della città ci mette la faccia e tanti altro, e non delle forze politiche che ne sostengono l’elezione.
Ma se nella fase elettorale può anche essere comprensibile che un candidato sindaco non abbia la forza di effettuare scelte del tutto autonome, a percorso amministrativo avviato dovrebbe essere il sindaco in prima persona che si sceglie, in caso di sostituzioni in giunta, le persone che ritiene più adatte a soddisfare il bene primario dell’amministrazione della città. Senza delegare più nulla alle forze politiche della coalizione, delle cui indicazioni può solo tener conto se le condivide.
È avvenuto tutto ciò nella scelta di Antonino Certa come sostituto numerico in giunta di Gianluca Fisco? Pensiamo di no, anche se vorremmo tanto sbagliarci e ci auguriamo che il nuovo assessore dimostri con i fatti di diventare un valore aggiunto per la giunta Termine.
Intanto va in panchina, per usare una espressione sportiva, perché occorre rimodulare le deleghe assessoriali, in un modo che non è stato ancora deciso.
Ciò ad ulteriore conferma che la sostituzione di Gianluca Fisco non è affatto indolore e avrebbe richiesto un’iniezione di sostanza politica e tecnica alla giunta Termine, che non c’è stata.
Sono totalmente d’accordo ed è davvero incomprensibile che stia succedendo.
Davvero non capisco perché Fabio Termine non abbia avuto la forza di dire al Pd, che certamente l’Assessorato/Vicesindacatura doveva essere espressa da loro e che avrebbe scelto, previa indicazione sulla tipologia di competenze che servono alla Giunta, da una loro “rosa di nomi”.
Ho già espresso questo pensiero più volte, beccandomi qualche risposta su Facebook… Ma continuo a pensarlo. Ovviamente questo non è in alcun modo un giudizio su Certa che non conosco e che, ovviamente, spero saprà stupirci tutti. Ma è l’automatismo in sé che non va affatto bene.
Lpa stella polare dovrebbe essere la competenza specifica in un settore. È sempre così? Non è un giudizio sulla persona che sostituira’l’ l’assessore dimissionario.
