I Procuratori dei Cittadini si sono evidentemente stancati di attendere il nulla nel silenzio di tutti i necessari interlocutori e, temendo di perdere definitivamente il sia pur piccolo finanziamento che si sono conquistati con Democrazia Partecipata (poco meno di 4 mila euro) per avviare la realizzazione del “Parco della Perriera”, hanno deciso di rompere gli indugi.
Stamattina la Coordinatrice dell’Assemblea di CittadinanzAttiva-Sciacca, Pierina di Martino per conto del movimento, ha depositato al protocollo comunale una comunicazione di “messa in mora” nei confronti del Comune di Sciacca “per l’utilizzo del finanziamento regionale assegnato alla proposta
presentata da CittadinanzAttiva – Sciacca nell’ambito di DEMOCRAZIA PARTECIPATA 2021 –
COMUNE DI SCIACCA e classificatasi al terzo posto della graduatoria pubblica sul sito
istituzionale del Comune di Sciacca, come da comunicazione dello stesso Comune con lettera
protocollo 59173 (peraltro priva di data)“.
La lettera, che fa seguito a precedenti solleciti agli uffici comunali e alle amministrazioni sia
Valenti che Termine, è indirizzata al Sindaco, ai due Assessori del Verde Pubblico e di
Ville/Giardini e al Dirigente responsabile del IV Settore dell’Ufficio Tecnico.
In essa si richiede esplicitamente che venga data esecuzione a tutti gli adempimenti necessari,
in conformità al “Regolamento disciplinante le forme di Democrazia Partecipata previste dall’art.
6 della Legge Regionale N. 572014 e successive modifiche e integrazioni”, per consentire la
realizzazione dell’idea progettuale di CittadinanzAttiva denominata “Parco della Perriera”.
Ciò anche al fine di evitare il rischio che, causa l’inadempimento del Comune, il finanziamento
del progetto in questione così come degli altri di Democrazia Partecipata vengano dichiarati
decaduti e le relative somme debbano essere restituite alla Regione Siciliana, come già
peraltro avvenuto in passato sia a Sciacca che in altri comuni.
Nella parte finale del documento di messa in mora, CittadinanzAttiva fa presente che, invece, e in alcuni
virtuosi Comuni le somme stanziate dalla Regione siciliana sono state regolarmente
utilizzate, in conformità alle finalità che ispirano la normativa sulla Democrazia Partecipata.
Viene di conseguenza richiesto al Comune un immediato riscontro operativo dopo tale iniziativa di messa in mora, che persegue l’evidente scopo di sbloccare la situazione e di risolvere una volta per tutte questa problematica di Democrazia Partecipata, che vede tuttora bloccati non solo il progetto di CittadinanzAttiva, ma anche altri del 2021 e di anni precedenti.
Anche in altre città siciliane sta avvenendo una mobilitazione di associazioni e cittadini contro questa inadempienza dei Comuni che impedisce l’utilizzo di somme messe a disposizione dalla Regione sulla base di una normativa sicuramente lacunosa e contraddittoria, e che proprio per questo richiede da parte degli enti comunali un particolare impegno ed organizzazione per districare alcuni nodi relativi alla sua compiuta realizzazione, impegno che evidentemente non viene nesso in campo da alcuni enti pubblici comunali per attuare una normativa che è nata per coinvolgere direttamente i cittadini nel miglioramento delle proprie città.
