Mi sono chiesto: ma se io fossi un iscritto al PD, o a Forza Italia o a Fratelli d’Italia, nella veste di elettore o di possibile candidato, cosa penserei se mi dicessero che il mio partito non ritiene “opportuno” presentarsi alle elezioni amministrative con il proprio simbolo e nome, perché è preferibile travestirsi da lista civica?
Vi dico la mia, non capirei, probabilmente non voterei quella lista civica e sicuramente non mi ci candiderei.
Mi trovo quindi d’accordo con Simone Di Paola, segretario provinciale del Partito Democratico, quando dichiara di “non comprendere quale affinità ci possa essere fra il civismo irrazionale e ossessivo e la costruzione di una nuova visione di città” e rivendica di non trovare contraddizioni fra la sua dimensione di cittadino innamorato della propria comunità e la sua identità politica, della quale, a scanso di equivoci, dichiara di andar fiero e che non intende mercanteggiare “per ragioni di mero calcolo politico elettorale”.
A questo punto lo sguardo si allarga a quello che sembra un vero e proprio virus che ha contagiato la politica cittadina, ossia quel continuo e assillante ricorso alla parole “civico” e “civismo” in vista delle prossime elezioni amministrative.
Si dirà che è sempre stato così, che è una tipica consuetudine delle elezioni amministrative l’abbondanza di liste civiche, con i nomi e i simboli più strampalati e fantasiosi, liste il cui presunto contenuto civico si scioglie poi come neve al sole e di cui gli elettori non ricordano più neanche il nome, il giorno dopo le elezioni.
Questo è vero; com’è vera la trasversalità politica del livello amministrativo locale, dove più che i simboli sono importanti capacità e competenza; com’è vera l’inesistenza organizzativa dei partiti politici a livello locale; com’è vero che la veste civica di una coalizione può rendere il futuro sindaco meno soggetto a pressioni politiche dall’esterno.
Ma questa volta c’è anche qualcosa in più, c’è un ricorso quasi ossessivo alla sottolineatura della natura e connotazione civica che hanno o dovranno avere le candidature, le liste, le alleanze e coalizioni, i progetti e i programmi, la futura sindacatura con annessa amministrazione.
La cosa potrebbe apparire anche nobile, perché tale è il “civismo” nel suo autentico significato, ma questa overdose terminologica è diventata talmente eccessiva da essere controproducente, perché la gente lo capisce bene che il più delle volte volte è solo apparenza, travestimento, parole vuote di contenuto.
Tutta la politica a livello generale è in profonda crisi di credibilità, lo sappiamo bene, e lo è non solo per lo spessore modesto di troppi suoi protagonisti ma anche perché ha da tempo perduto quel suo necessario contenuto di autentico civismo politico, ossia la “sensibilità per le esigenze della comunità in cui il cittadino vive”.
Si cerca allora di colmare questo vuoto con il ricorso ad un civismo di facciata, solo sulla carta, privo di contenuti sostanziali.
Anche per questo nella politica locale è stato “tutto un fiorire di liste e listarelle cosiddette civiche, alcune frutto di mobilitazioni sociali dal basso, altre di interessi particolaristici e affaristici, altre infine di natura puramente personalistica”.
Cosa c’è infatti di civico, e quindi di virtuoso, in liste e sigle che nascono non per forza propria e dopo una lunga sedimentazione nella società, ma solo con l’idea di salvare il bacino di consensi dei partiti in crisi, liste che nella gran parte dei casi spariscono un attimo dopo la chiusura delle urne? Oltretutto si tratta di un civismo spesso dell’ultima ora: ci si ricorda della società civile e dei suoi protagonisti solo quando c’è da confezionare le liste elettorali.
In conclusione, carissimi politici, cercate per favore di non esagerare e di non espropriare forzatamente l’appellativo di “civico” a quelli che invece lo praticano sul campo giorno dopo giorno, se ci riuscite abbiate cura di amministrare bene questa città con passione e competenza, tornando a interpretare la Politica nel senso più nobile del termine, e senza necessità di alcuna foglia di fico terminologica.
