Nella storia assai complicata delle Terme di Sciacca il tentativo di far entrare in gioco la magistratura contabile, per verificare a quali soggetti sia eventualmente ascrivibile la responsabilità del danno erariale subito dal patrimonio termale, non rappresenta una novità, pur essendo ritornato di attualità in questa settimana a seguito della presentazione di un esposto alla Procura Generale della Corte dei Conti di Palermo da parte delle due associazioni che fanno riferimento all’ex sindaco Ignazio Messina.
Il 25 luglio del 2015, ovvero quattro mesi dopo la chiusura dell’intero complesso termale di Sciacca, un esposto sulla vicenda delle Terme di Sciacca venne infatti presentato alla Procura della Repubblica presso il Tribunale di Sciacca e alla Procura Generale presso la Corte dei Conti di Palermo a firma congiunta del segretario generale della CGIL di Agrigento Massimo Raso, del segretario generale della CGIL di Sciacca Franco Zammuto e del segretario generale della FILCAMS CGIL di Agrigento Francesco Castronovo.
E’ sicuramente interessante recuperarne il contenuto, per avere conferma di come la politica e la burocrazia regionale abbiano colpevolmente espropriato il territorio di Sciacca e l’intera regione di una risorsa che potrebbe avere una valenza strategica nel rilancio economico e turistico.
Già nel 2015 i tre sindacalisti richiedevano all’autorità giudiziaria di “ ricercare responsabilità ai vari livelli che, con azioni o omissioni, hanno determinato l’attuale fallimentare situazione ” e di “ promuovere un giudizio contabile nei confronti dei responsabili in caso di ritenuta sussistenza degli elementi di danno erariale, in relazione alla mancata attuazione delle disposizioni di legge che miravano a salvaguardare il capitale sociale della società Terme di Sciacca SpA.
Già allora si segnalava alla magistratura che “da almeno 7/8 anni gli uffici regionali non sono riusciti a produrre un bando, ma intanto si è depauperato oltre ogni limite il valore del patrimonio dei beni della SPA e il suo avviamento commerciale, ormai inesistente”.
I tre sindacalisti firmatari dell’esposto evidenziavano come “nessuno abbia il diritto di privare Sciacca di un patrimonio pensato e voluto dai suoi cittadini che lo realizzarono negli anni quaranta con un prestito obbligazionario popolare, patrimonio che nel corso di cinquanta anni di storia è stato accresciuto, valorizzato, integrato, patrimonio sul qual la città di Sciacca ha costruito la sua caratterizzazione economica, storica e culturale, almeno fino a quando l’Azienda ente pubblico regionale non venne sostituita dalla società Terme di Sciacca SPA”.
“La chiusura delle strutture ricettive e termali ha provocato un danno rilevantissimo non solo all’immagine della città, ma soprattutto alla sua economia” denunziavano già cinque anni addietro Raso, Zammuto e Castronovo.
Questo esposto non ebbe all’epoca alcun seguito concreto, non sappiamo ovviamente dirvi se in quanto la magistratura non avesse rinvenuto responsabilità specifiche oppure se in quanto la magistratura inquirente di Sciacca e quella contabile Palermo avessero ritenuto che non ci fossero elementi a sufficienza per avviare un’indagine così complessa nei riguardi dell’amministrazione regionale.
L’esposto presentato in questa settimana dalle associazioni “Sciacca Terme Rinasce” e “Ora Basta” ricalca nelle sue finalità quello del 2015, rappresentando ovviamente una situazione che nel frattempo si è drammaticamente aggravata per la mancanza di ogni manutenzione al capitale immobiliare e impiantistico da parte della Regione durante i cinque anni di chiusura e per il fatto che la stessa Regione siciliana in questo ulteriore lasso di tempo non è riuscita a partorire il bando pubblico per la concessione in affidamento a privati del complesso termale.
Uno dei firmatari dell’esposto del 2015 era Franco Zammuto, che adesso è anche il Coordinatore del Comitato Civico Patrimonio Termale di Sciacca.
Lo abbiamo interpellato sull’argomento e ci ha dichiarato: “ Ci auguriamo ovviamente che il nuovo tentativo di ricorso alla magistratura contabile possa questa volta, a distanza di alcuni anni, sortire un qualche effetto concreto, perché l’accertamento di responsabilità in capo alla pubblica amministrazione regionale sarebbe un segnale importante per un territorio che si è visto espropriato di un bene pubblico di fondamentale importanza quale il patrimonio termale. Ci sembra tuttavia improbabile – osserva Zammuto – che ciò possa avvenire, perché non è oggettivamente semplice l’accertamento di responsabilità in capo a un’organizzazione complessa qual è il sistema politico siciliano e la burocrazia regionale”.
“ Sul tema rimane per noi del tutto prioritario – conclude il Coordinatore del Comitato Civico – riuscire ad indurre il Presidente della Regione, Nello Musumeci, a confrontarsi apertamente e approfonditamente con le forze politiche – amministrative – sociali del territorio di Sciacca e a rispondere a tutti gli interrogativi che caratterizzano oggi la vicenda delle Terme di Sciacca, così come formulati nel documento che su proposta del nostro Comitato Civico e delle altre due associazioni il Consiglio Comunale ha deliberato all’unanimità e che adesso tocca al Sindaco e ai nostri parlamentari regionali veicolare a Musumeci con la necessaria determinazione”.
